My DIL has recently fled her perpetrator and the house they were living in with her 4 month old. She wants to live closer to her two children with my son who has full custody and has moved 200 miles to be closer to us. 
She is currently living in a refuge in another council to us but waiting 56 days on our council hoping they take 'duty of care' of her. The council repeatedly tells her to go private renting. I have personally gone to every estate agent in our town, including the ones that supposedly take housing benefit, and all have said they basically wont touch housing benefit. Two did say it would be considered if I and my husband could prove we had £24 000 in our bank account every month, I don't work as I'm providing child care when one or other of the children isn't in nursery.
My question, is there any way a single woman with a baby who cant work because her ex will find her, can somehow get herself into private renting? Local housing associations all want references and guarantors, she cant advertise for private as no one is supposed to know where she lives. In the meantime the ex is living in a 2 bed house with his new GF and not paying rent which as a joint tenant my DIL is also in debt for. She cant come off the tenancy because this council classes that as deliberately making herself homeless. It just seems a vicious circle.

Depending on the area womens aid can offer priority refuge in the form of a flat. Given the circumstances housing really should be a priority. The womens aid forum has lots off advice from the ladies on there who have been through the same. Might me worth having a look xx
